    Determining The Cost Effectiveness Of Solutions To Diffuse Pollution: Developing A Model To Assess In-Field Mitigation Options for Phosphorous and Sediment Loss

    The European Union Water Framework Directive requires governments to set water quality objectives based on good ecological status. This includes specific requirements to control diffuse pollution. Diffuse phosphorous (P) pollution plays a pivotal role in influencing water quality with losses of P associated with soil particles often linked to soil erosion. The Mitigation Options for Phosphorus and Sediment (MOPS) project, using three case study sites, is investigating the cost effectiveness of specific control measures in terms of mitigating sediment and P loss from combinable crops. The analysis is conducted at the farm level using a simple spreadsheet model. Further development of the model will allow the results to be extrapolated to generic regional farm typologies. Results from the initial farm level analysis suggest that some mitigation options may not be cost effective in reducing diffuse pollution, however, that other options may be very cost effective.Resource /Energy Economics and Policy,

    The effects of minimal tillage, contour cultivation and in-field vegetative barriers on soil erosion and phosphorus loss.

    Runoff, sediment, total phosphorus and total dissolved phosphorus losses in overland flow were measured for two years on unbounded plots cropped with wheat and oats. Half of the field was cultivated with minimum tillage (shallow tillage with a tine cultivator) and half was conventionally ploughed. Within each cultivation treatment there were different treatment areas (TA). In the first year of the experiment, one TA was cultivated up and down the slope, one TA was cultivated on the contour, with a beetle bank acting as a vegetative barrier partway up the slope, and one had a mixed direction cultivation treatment, with cultivation and drilling conducted up and down the slope and all subsequent operations conducted on the contour. In the second year, this mixed treatment was replaced with contour cultivation. Results showed no significant reduction in runoff, sediment losses or total phosphorus losses from minimum tillage when compared to the conventional plough treatment, but there were increased losses of total dissolved phosphorus with minimum tillage. The mixed direction cultivation treatment increased surface runoff and losses of sediment and phosphorus. Increasing surface roughness with contour cultivation reduced surface runoff compared to up and down slope cultivation in both the plough and minimum tillage treatment areas, but this trend was not significant. Sediment and phosphorus losses in the contour cultivation treatment followed a very similar pattern to runoff. Combining contour cultivation with a vegetative barrier in the form of a beetle bank to reduce slope length resulted in a non-significant reduction in surface runoff, sediment and total phosphorus when compared to up and down-slope cultivation, but there was a clear trend towards reduced losses. However, the addition of a beetle bank did not provide a significant reduction in runoff, sediment losses or total phosphorus losses when compared to contour cultivation, suggesting only a marginal additional benefit. The economic implications for farmers of the different treatment options are investigated in order to assess their suitability for implementation at a field scale

    Pollutant swapping: greenhouse gas emissions from wetland systems constructed to mitigate agricultural pollution

    Diffuse (non-point) water pollution from agricultural land continues to challenge water quality management, requiring the adoption of new land management practices. The use of constructed agricultural wetlands is one such practice, designed to trap multiple pollutants mobilised by rainfall prior to them reaching receiving water. Through capturing and storing pollutants in bottom sediments, it could be hypothesised that the abundance of nutrients stored in the anoxic conditions commonly found in these zones may lead to pollutant swapping. Under these circumstances, trapped material may undergo biogeochemical cycling to change chemical or physical form and thereby become more problematic or mobile within the environment. Thus, constructed agricultural wetlands designed to mitigate against one form of pollution may in fact offset the created benefits by ‘swapping’ this pollution into other forms and pathways, such as through release to the atmosphere. Pollutant swapping to the atmosphere has been noted in analogous wetland systems designed to treat municipal and industrial wastewaters, with significant fluxes of CO2, CH4 and N2O being recorded in some cases. However the small size, low level of engineering and variable nutrient/sediment inputs which are features of constructed agricultural wetlands, means that this knowledge is not directly transferable. Therefore, more information is required when assessing whether a wetland’s potential to act as hotspot for pollution swapping outweighs its potential to act as a mitigation tool for surface water pollution. Here we present results from an on-going monitoring study at a trial agricultural wetland located in small a mixed-use catchment in Cumbria, UK. Estimates were made of CH4, CO2 and N2O flux from the wetland surface using adapted floating static chambers, which were then directly compared with fluxes from an undisturbed riparian zone. Results indicate that while greenhouse gas flux from the wetland may be significant, the impacts of this may be greatly diminished when considering wetland size in relation to catchment area. As such, this increased understanding will be valuable when considering the implications of rural land use management for water quality improvement. This knowledge could also be applied to further enhancing our knowledge of gas regional/global gas emissions from freshwater systems, which at the moment are poorly constrained

    The effect of water oxygen content on the production of greenhouse gases from shallow pond sediments

    Shallow lakes and ponds, including those commonly found in agricultural landscapes are often only a few metres deep, with surface areas <1ha. Despite this, landscapes may contain a high number of these ponds, amounting to a considerable cumulative surface area. Many of these features, both naturally formed and man-made, receive and trap runoff with high nutrient and sediment loadings. As such, the potential for the production of greenhouse gases (GHGs) through biogeochemical cycling in the pond sediments may be significant. Furthermore, the abundance of available nutrients coupled with the shallow physical characteristics of these systems, mean that short, irregular eutrophic episodes during the summer are common, causing large fluctuations in th oxygen content of the overlying water column. The oxygen content of the water column is often cited as key factor in the production of GHGs in large lake and reservoir systems. Given the limited research focusing on shallow ponds/lakes, and potential for these systems to be important sources of GHGs, the impacts of variable water oxygen content should be investigated. Here we present the results from a sediment microcosm experiment utilising sediment cores from an agricultural pond system in Cumbria, UK. Intact sediment cores were incubated in the dark at in-situ temperature and continuously fed with filtered pond water for 2 weeks. During this time the oxygen content of the water was manipulated between fully oxygenated and anaerobic. Measurements of GHG release were based on calculated dissolved gas concentrations present in the water columns of these cores. Results indicated that during times of water column anoxia, production of methane and carbon dioxide increased significantly, despite the presence of substantial quantities of nitrate in the water columns. No change in N2O production was detected. These results indicate that while representing a significant cumulative carbon store in agricultural landscapes, shallow pond and lake systems can contribute to emission of GHGs. Furthermore, the physical and ecological characteristics of these systems have the potential to significantly increase the quantity of gas produced. This understanding will be valuable when constraining both freshwater and agricultural GHG budgets

    Integer polyhedra for program analysis

    Polyhedra are widely used in model checking and abstract interpretation. Polyhedral analysis is effective when the relationships between variables are linear, but suffers from imprecision when it is necessary to take into account the integrality of the represented space. Imprecision also arises when non-linear constraints occur. Moreover, in terms of tractability, even a space defined by linear constraints can become unmanageable owing to the excessive number of inequalities. Thus it is useful to identify those inequalities whose omission has least impact on the represented space. This paper shows how these issues can be addressed in a novel way by growing the integer hull of the space and approximating the number of integral points within a bounded polyhedron

    Perceptions of police use of force: The importance of trust

    Purpose: The range of tactical force options available to police is increasing, while public debate about police use of force is never far from the headlines. This paper aims to examine what factors shape how people accept police use of force. Design/methodology/approach: The authors use two online experiments to test whether different force options affected judgments about the acceptability of police action and to explore the role of trust and legitimacy in people's judgments. Findings: The authors found across both studies that respondents judged scenarios involving a weapon (baton, CS spray, Taser) as less acceptable compared to scenarios that did not (talking down, handcuffs), but they did not draw much distinction between the specific weapon used. In study 1, exposure to different police tactics had no effect on trust and legitimacy. In study 2, prior perceptions of trust were strong predictors of acceptability judgments. Originality/value: There is a comparative paucity of British-based empirical research examining public attitudes toward different use of force resolutions by police. In this paper, the authors explore how use of force affects people's views of police at a time in which the nature and scope of force applications, how these are understood and indeed the basic enterprise of policing itself is being reconsidered and renegotiated

    Police Use of TASER: Multi-Level Predictors of Firing and Drawing in One-to-One Use of Force Incidents

The data are not publicly available due to their containing information that could compromise the privacy of research participants.Using multi-level modelling, this article analyses data from 16 police agencies in England and Wales where one officer, carrying TASER, used force on one member of the public (N = 11,176). When compared to incidents involving handcuffing only, resistance, gender and mental health status of the member of the public and the need to protect officers or others were associated with increased odds of TASER drawing and firing. Incidents involving lone officers increased odds of firing compared to incidents where they were accompanied by an officer not using force. Compared to the White reference category, incidents involving Black/Black British members of the public, or a male officer, were associated with increased odds of drawing compared to handcuffing. Incidents involving Asian/Asian British members of the public, or children, were associated with decreased odds.
